I always ask my Uber drivers of any recommendations that is a must go while in Portland. I would hear the typical eateries that I already found on Yelp, like Pine State Bisques, and Mother's Bistro & Bar, but they would always finished their list off with:
"Oh and for the best happy hour with the nicest view, go to Portland City Grill."

Portland City Grill on the 30th Floor is the best happy hour in Portland! It is a seafood & steak place with Japanese and Northwest influences. Most people come for the happy hour prices and stay for the view.
The Wait
My girlfriend and I went for sunset. We arrived around 7:00 PM and was expecting to wait for a table since it was a Saturday night. Much to our surprise, there was a decent amount of seats open.
We grabbed a table by the bar and ordered two drinks.

Ambience
The room is dark with candle lit lighting. Classy jazz music plays in the background. Above the bar, there are multiple TVs where you can watch the game.
Portland City Grill is what you make it. You can have a classy night out, or a casual laid-back one. I saw people with nice button ups, and others with t-shirts.
Service
Service was fair. Drinks weren't the quickest, nor was our waitress. However, it looked like she was handling a big section all by herself.
